The Emissary is a Human who delivers you orders from the Emperor.
He will deliver you new orders once you log into or start the game in the City.
The Emissary will warn you before entering the city without a quest completed, or a quest failed. If you do so without his regards, you will have failed the quest given.

He is the only character voiced by Dan Paladin, the lead art developer for the Behemoth.
